Our instructors are consummate emergency services professionals who have worked extensively in their careers with the FBI, NYPD, other law enforcement agencies, fire services and various emergency management agencies. They share diverse backgrounds, holding certifications and accreditations from Hazmat for Healthcare, as well as the following governmental agencies:

James Romagnoli

James Romagnoli
Vice President Security and Support Systems

Mr. Romagnoli is the Vice President of Corporate Security and Emergency Management at North Shore-LIJ Health System. Under the leadership of Mr. Romagnoli, the Corporate Security and Emergency Management Division constantly strives to be an industry leader in the disciplines of protective services and crisis management. He leads these initiatives in education and research to elevate the quality and efficiency of these services in the health system.

Daily responsibilities for Mr. Romagnoli include but are not limited to maintaining a regional situational awareness for the health system and responding to and managing all health system emergencies at any North Shore-LIJ facility. Additionally, he was the incident commander for the health system during the 2003 blackout and most recently the H1N1 flu outbreak, which lead to a joint mass vaccination venture with the Nassau County Department of Health. Additionally, he is an instructor of incident command, hazardous materials, and weapons of mass destruction.

Mr. Romagnoli is an ex-chief of the New Hyde Park Fire Department and has 29 years of experience in the Nassau County Fire Service..

Prior to joining North Shore-LIJ 10 years ago, Mr. Romagnoli worked with the New York City Police Department, retiring as a detective in 2001. He performed numerous duties as an instructor at the NYPD Specialized Training School.

Scott Strauss

Scott Strauss
Director Corporate Security and Emergency Management

Mr. Strauss is the Corporate Director of Security & Emergency Management at the North Shore-LIJ Health System. Under the leadership of Mr. Strauss, the Corporate Security & Emergency Management Division constantly strives to be an industry leader in the disciplines of Protective Services and Crisis Management. He leads these initiatives in education and research to elevate the quality and efficiency of these services in the health system.

His responsibilities include the supervision of all investigations of health system matters and the coordination of local, state and federal law enforcement entities with the health system. He is also charged with the development, organization, planning, coordination and enforcement of all security and emergency management programs as well as the management of all major incidents within the Health System.

Mr. Strauss is a former chief of the Mineola Fire Department and has been a member there for the last 32 years.  He is a two-time recipient of his fire company’s “Firefighter of the Year” award as well as the Town of Hempstead New York’s “Firefighter of the Year” for 2010.  An Eagle Scout, Mr. Strauss still remains active in scouting serving as an Assistant Scoutmaster in Troop 45.  In 2012 he was awarded the National Eagle Scout Associations “Outstanding Eagle Scout” award.

In 2011, Mr. Strauss was elected Mayor of the Incorporated Village of Mineola. Mineola, the County Seat, is the largest Village in the Town of North Hempstead and has approximately 20,000 residents.  Last year, because of their debt management plan, the Village of Mineola received an increase in their bond rating from Moody’s Investor Services which has allowed them to refinance outstanding bonds saving the taxpayers 1.3 million dollars.  He has maintained open and accessible government, continues to implement Mineola’s Downtown Revitalization Plan and continues to improve efficiencies using modern technology.

Prior to joining North Shore-LIJ in 2004, Mr. Strauss served in the New York City Police Department, retiring as a Detective in the Emergency Service Unit.  During his career with the NYPD, he received numerous awards including the NYPD’s Medal for Valor, the New York State Shields “Rev. William G. Kalaidjian” Medal of Valor and the New York City Police Departments highest award, the Medal of Honor.

Robert Picciano

Robert Picciano
Associate Director Corporate Security and Emergency Management

Mr. Picciano is the Associate Director of Corporate Security and Emergency Management at North Shore-LIJ Health System. Under the leadership of Mr. Picciano, the Corporate Security and Emergency Management Division constantly strives to be an industry leader in the disciplines of protective services and crisis management. He leads these initiatives in education and research to elevate the quality and efficiency of these services in the health system.

Daily responsibilities for Mr. Picciano include but are not limited to maintaining a regional situational awareness for the Health System and responding to and managing all health system emergencies at any North Shore-LIJ facility. Additionally, he is an instructor of incident command, hazardous materials, and weapons of mass destruction.

Prior to joining North Shore-LIJ six years ago, Mr. Picciano worked with the New York City Police Department, retiring as a detective in 2005. Mr. Picciano held many positions during his tenure in the New York City Police Department, serving in the Emergency Service Unit and District Attorney’s Office as a technical specialist. Mr. Picciano’s dedication was recognized four times in his career by receiving the following awards; New York City Police Department Combat Cross, Michael Buzeck Medal for Valor, New York City Police Department Medal for Valor and the New York Shields Purple Heart.

Mary Mahoney

Mary Mahoney RN, MSN, CEN
Director Emergency Planning and Preparedness
 
Ms. Mahoney joined North Shore-LIJ in 1999 and is currently employed in the Network Emergency Management division as Director of Emergency Planning and Preparedness. Mary has extensive emergency and pediatric emergency nursing experience, working in Level 1 Trauma Centers in New York City and Nassau County. In her current role, she serves as Director of Nassau County’s Regional Training Center, serving as the lead liaison to local, state and federal agencies. An award winning nurse manager, Ms. Mahoney has extensive experience in emergency response and disaster planning.

Currently, Ms. Mahoney also serves as Deputy Commander of Disaster Medical Assistance Team (DMAT) NY-5, based out of the Long Island. In the last few years alone, Mary has worked for the federal government at a number of notable disasters including Tropical Storm Allison, Hurricane Lili, Hurricane Isabel, the September 11 attacks, the anthrax missions of 2001, the crash of American Airlines Flight 587, hurricanes in 2004 (Charlie, Frances, Ivan and Jeanne) and 2005 (Katrina, Rita, Ophelia and Wilma). During many of these federal disasters, Mary worked as a member of the federal Management Support Team (MST) to assist the local and state entities with coordination of the response. As a member of the National Disaster System (NDMS), Mary has also been involved in multiple national special security events including Presidential State of the Union addresses, the Republican National Convention, the Presidential inauguration and the Winter Olympics.

Anthony Egan

Anthony Egan MSN
Manager Security and Emergency Training

Mr. Egan has been with North Shore-LIJ since 2009. He began his healthcare career in 1989 as an emergency medical technician and has advanced to his current position working at numerous hospitals throughout the tri-state area. He has been a firefighter with the New York City Fire Department since 2002. Mr. Egan holds a bachelor of science in Finance from Iona College and a bachelor of arts in Nursing from Molloy College. He also has obtained his master’s degree in Nursing Informatics and Nursing Administration from Molloy College in 2001. Mr. Egan’s responsibilities include training, with an emphasis on preparedness and education as it pertains to healthcare.

Francis Califano

Frank Califano BS
Emergency Management Coordinator

Mr. Califano has been with the North Shore-LIJ Health System since 1991. Prior to joining the Emergency Management Division, Mr. Califano was a paramedic in the North Shore-LIJ Center for EMS and an ER technician at North Shore University Hospital in Manhasset. Frank holds a bachelor of science in Emergency Management from Empire State College and is currently pursuing his master’s degree in Emergency Management from Notre Dame University. He is a currently certified NEMT-P. Mr. Califano is responsible for the daily upkeep of all the vehicles, equipment and supplies of the Emergency Management Division.

Joe Martino

Joseph Martino BS
Emergency Management Coordinator

Mr. Martino has been with North Shore-LIJ since 2003. Prior to joining the Emergency Management Division, Mr. Martino was a paramedic and command and control operator in the North Shore-LIJ Center for EMS. Mr. Martino holds a Bachelor of Science in Health Science from Cortland State University and is currently pursuing his master’s degree in Emergency Services Management from Columbia Southern University. Mr. Martino is a currently certified EMT-P. Joe is responsible for the information technology aspects of the Emergency Management Division and the Emergency Operations Center.

Emergency Management Coordinator

Mr. Roth has been with North Shore-LIJ on a part-time basis since 1992, coming on board fulltime in 2005. Prior to joining the health system fulltime, Mr. Roth was a supervisor for the Nassau County Police Department’s Emergency Ambulance Bureau until retiring in 2005. Mr. Roth holds a bachelor of science in Emergency Management from Empire State College along with a master’s degree in Community Health Education from Adelphi University. He is also a certified NREMT-P. Mr. Roth is responsible for the coordination of the Regional Resource Center, which assists all Nassau County hospitals in disaster preparedness.

Stephen Scymcyk Stephen Scymcyk
Emergency Management Coordinator

Prior to joining us as Emergency Management Coordinator, Mr. Scymcyk spent 30 years in law enforcement with NYPD and the Nassau County Police Department, from which he retired from the Emergency Service Unit. Mr. Scymcyk holds several DEA certifications and is an AEMT. Mr. Scymcyk is currently responsible for all hazardous materials equipment at the health system.

Joseph Clark Joseph Clark
Corporate Investigator

Mr. Clark is currently an Investigator for the Corporate Security division of North Shore-LIJ, a position he has held since January 2011. Prior to coming to North Shore-LIJ, he was a bodily injury/general liability investigator for the Liberty Mutual Insurance Group. Mr. Clark has 20 years of law enforcement experience from the New York City Police Department. After having been assigned to the Emergency Service Unit, he served in various investigative assignments and retired as a detective from the FBI/NYPD Joint Organized Crime Task Force. He currently serves his community as a firefighter in the Garden City Volunteer Fire Department.

Michael Crosby Michael Crosby
Corporate Investigator

Mr. Crosby has been with North Shore-LIJ since 2011. After retiring from the New York City Police Department, he became an investigator for the New York State Office of the Medicaid Inspector General (OMIG), Bureau of Investigations and Enforcement. Mr. Crosby holds a bachelor of science degree in Criminal Justice from St. John’s University and a master’s degree in Education from Adelphi University.

Joseph Mackey Joseph Mackey
Corporate Investigator

Mr. Mackey has been with the North Shore-LIJ since June of 2012. Prior to joining the North Shore-LIJ Corporate Security team, Mr. Mackey was the Director of Intelligence in the Office of the Inspector General, NYC School Construction Authority for three years. Mr. Mackey held other positions in the Inspector General’s office and served 21 years with the NYPD, from which he retired in 2005 and served as both a detective and as part of the NYPD Intelligence Division and Counter-Terrorism Bureau.

Mr. DeGregorio joined the health system in 2012 as a per diem investigator. He currently works for the New York City Police Department as well as being a volunteer fire chief.

Lee Genser

Lee Genser
Investigator

Mr. Genser joined the Network Emergency Management and Corporate Security Department in June of 2008 as a summer intern while completing his BS from New York University’s Stern School of Business. Mr. Genser transitioned into a per diem Investigator with the department after the completion of his internship and continued to work throughout college. In August 2009 Mr. Gesner began studies at Touro Law School and graduated with his JD in May 2012. Mr. Gesner primarily assists with new applicant investigations for the health system as well as responding to any emergency management incidents. Mr. Gesner is a certified AEMT and serves as a line officer in the Manhasset-Lakeville Fire Department Ambulance Unit.

Tom Greer Thomas Greer
Investigator

Mr. Greer has been with North Shore-LIJ on a part-time basis since 1995. He began his healthcare career in 1981 as an emergency medical technician and has advanced to his current position working at numerous hospitals in the tri-state area. He is a former New York City police officer and police academy instructor since 1986, and has been a Nassau County Highway Patrol motorcycle officer since 1994. Mr. Greer holds a bachelor of science in Business Management from St. John’s University. He is also a NYSDCJS-certified master police instructor and security guard instructor. Mr. Greer is a member of the Corporate Security and Emergency Management Team, and is responsible for the coordination and training of the security guards in all our facilities.

William Proctor William Proctor
Investigator

Mr. Proctor is currently an investigator for Corporate Security at North Shore-LIJ Health System, a position he has held since June 2005. Prior to joining North Shore-LIJ, he spent 20 years in law enforcement in the New York City Police Department and the Amtrak Police Department. After being assigned to a patrol, he served in various investigative assignments and retired as a police officer.

Dawn Marie Larmony Dawn Larmony
Administrative Manager

Ms. Larmony has been with the North Shore-LIJ Health System since 1997.  Prior to joining the North Shore-LIJ Corporate Security Team, she worked for the Center for Emergency Medical Services. She has held other positions in the health system as a senior executive assistant in Corporate Administration and has also worked as a patient representative, risk management assistant and an executive assistant to the CEO for Long Island Jewish Medical Center.  Dawn has a master’s of science in counseling from Long Island University.

Kerry Destefano Kerry DeStefano
Executive Assistant

Ms. DeStefano has been with the North Shore-LIJ Health System since 2005.  Kerry joined the Corporate Security and Emergency Management team in 2008 when she became executive assistant to James Romagnoli.  Kerry is responsible for coordinating the Corporate Security Office.
